In most GP pictures you can see the stubs I'm talking about at the top of the air intake above the driver's head. In this location they often have different colors not just black. (I guess to better differentiate between the same team's car at a distance) But you see these same winglets (in black) on the nose or wing area and sometimes even on the side of a car but not the other. Based on the location I'm assuming they're dictated by FIA rules for standard in car camera mounting but I've never actually read info about this anywhere.

Can anyone clarify or provide a link to read up on them?

BTW, the shot of the Sauber car in your signature, I think it's one of the best "looking" cars on the grid this year as far as the lines go. I just hope it translates into speed! I'm rooting for them as the underdog this year.
