With no re-fueling next year will the KERS runners from this year have an early advantage next year with knowing how to deal with the extra weight?

Arguably... i don't think so really though, cause it's not like the fuel tank will be positioned in the same place as KERS has been in the cars this year, and there's the additional factor of the dynamic weight properties as the fuel goes down.

I have a way to prevent this by doing away with the clutch to recover the 12 cm.

Having no clutch at all?! Erm...

well you can drive a normal without using the clutch by rev matching to change up and down. the only problem is pulling away, so the starts and pitstops could be a bit of a challenge

No problem at all in F1 or in any other vehicle.
Unfortunately it is still under wraps.
